The Dilemma of Access is the first comprehensive study by the Institute for the Study of Educational Policy that attempts to give a balanced review—from the minority perspective—of the fastest growing sector of postsecondary education: two-year colleges. In developing the study’s research design, Dr. Michael Olivas, the principal investigator, urged the Institute to focus less exclusively on blacks in its coverage of disadvantaged racial, ethnic, and minority groups and to expose disparities across diverse groups. The results found here are part of a comprehensive study that makes a significant contribution to ongoing discussions of two-year and other colleges in the U.S. educational system.
