Elusive Equality: The Status of Black Americans in Higher Education by Lorenzo Morris
Inequalities in higher education have shown themselves to be so numerous and dispersed that no summary picture can be very meaningful. The evidence or the impact of inequality emerges only from patiently sifting through a considerable amount of descriptive data on enrollment patterns, financial aid, admissions practices, and institutional structures. Elusive Equality thus presents a comprehensive investigation of the effectiveness of national policy in advancing equal opportunity for African Americans in higher education. Research focusing on the early 1970s, including much conducted by the Institute for the Study of Educational Policy, concludes that blacks had made considerable progress toward gaining racial parity with other Americans in higher education. As this study reveals, however, the data on the status of blacks from 1975 through 1977 show that progress in all areas of higher education has slowed down and that in areas such as professional education, it has come to a standstill. Elusive Equality represents a commitment to do as comprehensive an investigation as the data permit into factors that affect equal opportunity in higher education.
