Pinkett, contains the papers and proceed­ings of a confer­ence on this topic sponsored by the National Archives and Records Service in 1970. The essays presented in this volume explore the wide range of valuable documents concerning the ad­ministration of public policy in the United States and examine the major characteristics of federal agen­cies, especially their administrative pol­icies and public relations.  Featured articles in­clude: “Government History: Writing from the Inside,” by Richard G. Hewlett; “Saccharin: A Bitter Regulatory Controversy,” by James Harvey Young; “Deepening the Wellsprings of Public Policy,” by John J. Corson; “The New Deal and Administrative Reform,” by Richard Polenberg; “Problems and Opportunities in Research in the Administration of Fed­eral Policy and Programs Relating to Pov­erty,” by Sidney Baldwin; and “A Proposal for a Government-Wide Historical Office,” by Louis Morton.

The National Archives conference series was initiated in 1967 to acquaint scholars with this wealth of materials and to provide a forum for the discussion of issues and problems relevant to both re­searchers and archivists. Conference papers were delivered by out­standing authorities in their fields and frequently by persons who, as emissaries, explorers, and administrators, influenced the course of events in our time.  It is hoped that these publi­cations will prove to be a permanent con­tribution to scholarship and a reference source for scholars and students alike.
